Why a plan?

In response to growing corporate land speculation and the potential for displacement and cultural erasure, the Coalition proposes the People’s Plan as a living community framework. The Plan will be a tool for solidarity that informs policy and advances a vision for the rebuilding of Altadena rooted in the experiences, interests, and demands of survivors.

Many Altadenans are already doing the work. The People’s Plan will aggregate, centralize, and amplify these separate but aligned efforts into a unified document that the Altadena community, philanthropies, and government entities can use to guide future investment and an equitable environment rebuild. The People’s Plan aims to respect and preserve the unique efforts of its collaborators and serves as a unifying platform for varied and complementary visions.

A Tool for Just Recovery.

A successful People’s Plan will protect Altadena’s diverse character, preserve its cultural identity, and build power with residents and local property owners. By clearly articulating the breadth and depth of community voices, the Plan will serve as a tool for Altadenans to hold decision-makers and institutions accountable.

The People’s Plan will organize community priorities and development strategies into five core chapters. Their content will be shaped and finalized through the planning process.

Phase 1: “Call for Collaborators” (Now - June)

An open call for aligned organizations to submit their work and ongoing efforts for inclusion in the People’s Plan. To submit, click the button below.

Phase 2: “Draft People’s Plan” (June - August)

The Coalition will share a draft of the planning document at a series of workshops and public engagements. These will be opportunities for organizations and community members to validate the priorities and vision.

Phase 3: “Final People’s Plan” (August-September)

Publish the final document and share at a public convening and celebration with community stakeholders, institutional partners, and funders.

Timeframe.

The People’s Plan will have three distinct phases, with the goal of having a completed document and public rollout by Fall of 2026

 The effort is led by the United Way’s Altadena Wildfire Response Coalition, comprised of local organizations Project Passion, My Tribe Rise, and Dena Heals, along with technical advisors Kounkuey Design Initiative (community planning and design), LA Voice (communications and advocacy), and Bet Tzedek (legal aid).

We are seeking Altadena-based community organizations and collaborators who are engaged in public-facing visioning and planning efforts.

To accommodate capacity, there are three levels of collaboration and commitment.

Tier 1 - Coalition Partners 

(commitment - bi-weekly meetings until August with grant support)

Coalition Partners will provide in-depth guidance on vision statements and priority projects for each chapter and support community engagements.

Tier 2 - Technical Advisors

(commitment - 3 meetings during June & July with grant support) 

Technical Advisors will help define the problem statement, vision statement, priority projects, and cultural resources as they relate to their area of expertise.

Tier 3 - Plan Contributors

(commitment - 1 meeting or form submission)

Plan Contributors’ ongoing efforts will be included in the chapters relevant to their areas of expertise. They will only be responsible for submitting content.

*All collaborators shall be identified as co-authors of the document, unless they request otherwise.
